Kentucky Governor Appoints Members to State Mining Board

Kentucky Gov. Steve Beshear reappointed Edgar F. Oldham Jr. and James M. Vicini to serve as a members of the Kentucky Mining Board.

Oldham is an international representative for the United Mine Workers of America. He previously worked as a health and safety committeeman for the UMWA. Oldham’s Kentucky Mining Board membership dates back to 1989.

Vicini is a corporate chief inspector employed by Arch Coal Inc. He held various positions in the U.S. Mining Company, Mingo Logan Coal Company and Lone Mountain Processing Inc.

Oldham and Vicini will serve for terms expiring April 10, 2012.

The Kentucky Mining Board consists of eight gubernatorial appointees. The board was created by the General Assembly and is charged with establishing criteria and standards for education and training required of prospective miners and all certified mining personnel. The board also reviews and approves all administrative regulations proposed by the department that relate to the mining of coal, penalties and miner certification.
