Flowers Takes Over as Tennessee Commissioner
Nashville attorney Paula A. Flowers is the new commissioner of the Tennessee Department of Commerce and Insurance. Appointed last December by then Governor-elect Phil Bresden, Flowers specialized in regulatory and administrative law in her legal practice.
She served as special counsel to the department in the liquidation of American Healthcare Trust and Tennessee Coordinated Care Network, two troubled managed-care organizations. Flowers has also served as special deputy receiver in the rehabilitation of another managed-care organization, Xantus Healthplan of Tennessee.
“I am honored to serve Tennessee’s consumers,” Flowers said. “I will preserve the integrity of our regulatory system while not overburdening business with unnecessary rules.”
