Slain Iowa Teen’s Family Settles with City’s Liability Insurer

The parents of a slain Waterloo girl will receive $103,000 in a settlement of their wrongful death lawsuit against the city.

The Waterloo-Cedar Falls Courier reported that the city’s liability insurance carrier, Travelers Co., agreed to pay Adonnis Hill and Leneaka Johnson. They claimed the city was negligent in the death of their 13-year-old daughter, Donnisha Hill, in 2006.

City Attorney Jim Walsh denied any liability.

Hill was killed after getting off a school bus to meet a neighbor, David Damm, who had been accused of sexually abusing her. Damm was accused of hiring Bruce Bart to kill the child. Her body was found in Jo Daviess County in Illinois.

Damm was convicted in Illinois and sentenced to death. Burt pleaded guilty and is serving a life sentence.
