Markel Int’l Taps AXIS’ Howell as Senior War and Terrorism Underwriter
Markel Insurance, the insurance operation within Markel Group Inc., announced the appointment of James Howell as senior war and terrorism underwriter, effective immediately.
In his new role, Howell will be responsible for maintaining and developing underwriting policies, as well as key broker relationships. He’ll collaborate with the organization’s management, claims, actuarial and product development departments, ensuring clients continue to receive best-in-class coverage, while driving further profitable growth across the war and terrorism portfolio.
Howell will also mentor and lead on war and terrorism product line-specific training for underwriters, sustaining the team’s exceptional underwriting standards and approach, which is highly valued by brokers and clients.
Howell will be based in London, reporting to Chloe Gordge, head of Terrorism – London at Markel International.
Howell brings with him extensive expertise, following nearly a decade of terrorism underwriting experience at AXIS Capital, where he was employed as senior underwriter for terrorism and political violence. Prior to joining AXIS, he was an exposure analyst at Argenta Group for two years within the terrorism and cargo and specie sub-teams, beginning his career in the Lloyd’s market.

Tokio Marine Kiln Appoints Jackson From Liberty as Cyber Underwriter
Tokio Marine Kiln (TMK), the London-based speciality insurer, announced the appointment of Olivia Jackson as a cyber underwriter within its Cyber & Enterprise Risk team.
Jackson joins from Liberty Specialty Markets, where she served as a cyber underwriter, managing renewal portfolios and seeking new business across varied territories, industries, and coverage sizes for both primary and excess accounts. In this role, she managed the MENA portfolio for Liberty’s London and Dubai teams and cultivated strategic broker partnerships.
The appointment follows the recent launch of TMK’s flagship cyber offering, TMK Cyber Ctrl, and Enterprise Ctrl. Jackson joins as the firm continues to bolster its cyber capabilities, having recently appointed Cesar Silvestre as head of Reinsurance Solutions and Lucy Fraser as cyber risk analyst, reflecting its strategy to expand its comprehensive cyber offering to meet increasing global demand for modern cyber solutions.
