C.V. Starr Opens Paris Office; Sets Europe Expansion Plans
C.V. Starr & Co has opened its French branch of Starr Underwriting Agents, Ltd. in Paris. The Company also announced the appointment of both Nicolas Berg as Regional Manager Europe, Starr Casualty, and Olivier Decombes as Regional Manager Europe, Starr Tech.
Berg will “lead the effort in developing the Starr Casualty and Financial Lines portfolio in Continental Europe,” said the announcement. “He joins Starr Casualty from Chartis Europe S.A. where he was Regional Profit Center Manager for Europe, overseeing 13 Continental European Countries for Casualty.”
Berg also worked for AIG/Chartis in a number of positions in the US, including underwriting domestic US excess casualty business for major accounts and as a senior underwriter within the Worldwide Liabilities Group in New York.
Decombes will “spearhead the Oil, Gas & Petrochemicals, Process Industries, Power Generation & Utilities, Mining, Chemicals, Construction and Property lines expansion into the same territories. He joins Starr Tech from Infrassure where he was Regional Manager for the Oil, Gas & Petrochemical sector, based in Zurich.”
Before joining Starr, he worked for 12 years in the underlying Oil & Gas industry in different field and management positions worldwide.
Both new appointees will be based at the new Starr office in Paris.

“I am confident that Nicolas and Olivier, together with the professionalism of the Starr organization, will be well received and provide insurance services to the French and European markets.”
The bulletin described the opening of the Paris office as “an important step forward in Starr’s continued dedication to service its clients and expansion of the product offerings of the Starr franchise in Continental Europe and around the world.”
