People Moves: Maine Insurance Superintendent Carey Retires

Superintendent Robert Carey retired from the Maine Bureau of Insurance (BOI) on June 5, the Department of Professional and Financial Regulation announced.

Deputy Superintendent Tim Schott has been named acting superintendent.

Nominated by Governor Janet Mills as superintendent in 2024, and confirmed unanimously by the Maine Senate, Carey has played a key role in the BOI’s regulation of the insurance industry.

The department cited the BOI’s efforts under Carey to keep Maine’s auto and homeowners insurance rates in check and create resources to fortify Maine homes against extreme weather. The BOI reported that in 2025 it saved residents $5.8 million in potential increases for auto and homeowners coverage in 2025 and also recovered more than $4.5 million for Maine people and businesses through investigations into consumer complaints.

“Bob Carey has truly made a difference for Maine people,” said Governor Mills. “I appreciate his skill and expertise in navigating the ever-changing insurance landscape. He will be hard to replace.”

Carey brought more than two decades of experience advising state regulators and lawmakers on insurance policy, markets, and regulation to his position in Maine. Before establishing a consulting practice in 2008, Carey served as the first director of planning and development for the Massachusetts Health Connector and as director of policy and program management for the state’s group insurance commission.

His private sector experience included providing strategic advice to large physician practices and a start-up health insurance provider.

Carey is a 1986 graduate of the University of Maine at Fort Kent and holds a Master of Science in Public Management and Policy from Carnegie Mellon University.

Carey’s retirement comes shortly after the death of Eric Cioppa, a respected former national and Maine insurance regulatory leader, who passed away from Multiple System Atrophy on May 1 at his home in China, Maine.

Cioppa’s career included 33 years at the Maine Bureau of Insurance. Cioppa was named to the bureau’s top job of superintendent in 2011. He served as superintendent until his retirement in 2022.
