People Moves: Senate Confirms Maryland Auto Insurance Board Appointees

Following the recommendation of the Senate Executive Nominations Committee, the full Maryland Senate has confirmed the appointments of four members to the Maryland Automobile Insurance Fund Board of Trustees.

Steven D. Linkous was reappointed to serve the remainder of a five-year term that began on October 1, 2025. Linkous is president and chief executive officer of Harford Mutual Insurance Group, where he has led the organization for nearly two decades. He has experience in insurance, financial management, technology and corporate governance.

Enor R. Williams, Jr., who previously served on the Maryland Automobile Insurance Fund Board from 2013 to 2017, was appointed to a five-year term commencing October 1, 2025. Williams serves as vice president of The ELOCEN Group, LLC and brings more than 30 years of experience in program and construction management across the government, transportation, and healthcare sectors. His leadership experience includes key roles with Howard University Hospital, Prince George’s County Government and the District of Columbia Superior Court.

Veronica Cool and Jill Hall were each appointed to five-year terms beginning October 1, 2026.

Cool is the founder/CEO of Cool & Associates LLC, a consulting firm focused on community engagement, strategic communications, and connecting organizations to diverse communities. She is recognized for her work in diverse community (including Spanish-speakers/Latino) outreach, entrepreneurship and inclusive economic development.

Hall, MBA, CFP, is president and CEO of Landmark Insurance & Financial Group, Inc., a full-service agency providing insurance and investment planning. She is recognized for her commitment to client success and community engagement across Maryland’s Eastern Shore.

By statute, Maryland Auto’s Board of Trustees consists of nine members appointed by the governor with the advice and consent of the Senate.
