Taylor to Lead Delaware Captive Bureau, Succeeding Kinion

Delaware has named Stephen Taylor, former insurance commissioner for the District of Columbia, as the next director of its captive bureau. Taylor will succeed Steve Kinion, who is leaving Sept. 30 when his contract expires.

Taylor served as D.C. insurance commissioner from 2015 to 2020. He most recently served as director of policy and assistant general counsel to the Surety and Fidelity Association of America, and has nearly 30 years of insurance regulation, legislative and legal experience. Taylor has held several leadership roles in the National Association of Insurance Commissioners.

Kinion has served as director since July, 2009.

As of year-end 2021, the state had 759 total active captive insurer licenses, making Delaware the third largest U.S. captive domicile.
