Jennifer M. McHugh Appointed Pa. Deputy Insurance Commissioner for Mcare

Pennsylvania Insurance Commissioner Diane Koken announced that Jennifer M. McHugh of Delaware County has been appointed by Governor Edward Rendell as Deputy Insurance Commissioner for the Medical Care Availability and Reduction of Error Fund (Mcare).

“Jennifer will spearhead Mcare’s efforts to provide the catastrophic coverage layer of medical malpractice insurance protection to Pennsylvania doctors and other healthcare providers,” Koken stated. “Currently, we have many front-burner issues at Mcare, and Jennifer will focus her expertise on litigation management, claims adjudication and the abatement process that was recently implemented.”

Mcare, which had formerly operated as the CAT Fund, was created as a provision of Act 13 of 2002 to help address the failing malpractice system.

Before joining the Insurance Department, McHugh had been a member of the business and litigation department at Cozen O’Connor, a Philadelphia-based international law firm. She holds a bachelor’s degree from Duke University and a law degree from the Dickinson School of Law.
