Kristi Koncaba, president and chief operating officer at Texan Bank, has been appointed to the board of directors for workers’ compensation insurer, Texas Mutual Insurance Co.
Koncaba has 15 years of experience in commercial banking, including co-founding both Family Bancorp Inc. and Friendswood Capital Corp., the holding company for Texan Bank, where she serves as executive vice president, chief operating officer and secretary.
In addition, John Swanson, president and chief executive officer of Utica Resource Ventures LLC, has been reappointed to another term on the Texas Mutual board.
Hopper Smith has been hired as executive director of the Oklahoma Workers’ Compensation Commission (WCC).
Smith has worked in a variety of positions related to national security policy and public affairs. A former state representative, he was elected to multiple terms in the Oklahoma House beginning in 1996, from south Tulsa. He resigned his seat in 2003 when his National Guard unit was mobilized for deployment to combat operations in Afghanistan.
Smith has served in a number of roles including director of Government Relations for Chesapeake Energy, president of OCPA and director of Public Affairs for Devon Energy.
The Plexus Groupe (Plexus) has hired sales executive Wes Hornsby as a vice president of Business Development. Hornsby is based in Dallas.
Hornsby brings more than 20 years of sales leadership, business operations experience, and strategic planning expertise across a number of industries to Plexus. He was most recently with Aflac.

TDECU Insurance Agency LLC, based in Lake Jackson, Texas, has promoted Brooke Brown and Toni Keith.
With more than 16 years of experience, including four years with TDECU Insurance Agency, Brown will now serve as the agency’s Personal Lines manager.
In her new position as sales manager of Life and Health Insurance, Keith will put nearly four decades of insurance industry experience to work for members.

The Surplus Lines Stamping Office of Texas (SLTX) added three new members to its board of directors — Rosemarie Marshall, Peter Harrison, and Penni Nelson.
Marshall is executive vice president at AmWINS Group in Dallas, Texas, where she manages the binding authority division. She is active with the Texas Surplus Lines Association (TSLA) and served as president of the organization in 2001. She also held a position as a member of the TSLA Board of Directors and is involved with the Wholesale Specialty Insurance Association (formerly the American Association of Managing General Agents).
Harrison is a risk professional with the Department of Homeland Security. He previously served as assistant director, System and Incident Management, for the North Texas Tollway Authority (NTTA) where he managed risk, insurance, loss prevention, and facilities security for the NTTA. Harrison previously served as a member of the SLTX Board of Directors from 2013-2015.
Nelson is director of Risk Management for Hillwood Development Group. She serves as vice president for the Dallas/Fort Worth Chapter of the Risk and Insurance Management Society (RIMS).
