Texas Security General Insurance Agency LLC (TSGA) in San Antonio, Texas, added David A. Winkley as vice president of Commercial Lines.

A former business owner, Winkley has industry experience in retail production, wholesale underwriting and marketing.

A managing general agency, TSGA offers personal lines homeowners, dwelling fire and mobile home markets, as well as commercial lines business by providing markets for property, liability, oil and gas, inland marine and professional products.

Arkansas Insurance Commissioner Allen Kerr has been named chairman of the Market Regulation and Consumer Affairs (D) Committee of the National Association of Insurance Commissioners (NAIC) for 2018.

The Market Regulation and Consumer Affairs (D) Committee monitors all aspects of the market regulatory process for continuous improvement. This includes market analysis, regulatory interventions with companies and multi-jurisdictional collaboration. The committee also reviews and makes recommendations regarding the underwriting and market practices of insurers and producers as those practices affect insurance consumers, including the availability and affordability of insurance.

Oklahoma Insurance Commissioner John D. Doak has been named chair of the NAIC’s Antifraud (D) Task Force. He also was named to the International Insurance Relations (G) Committee, Executive (EX) Committee and Property and Casualty Insurance (C) Committee.

Doak will serve as chair of the NAIC Midwest Zone in 2018. The zone groups are part of the NAIC executive committee. They help carry out the authority and responsibilities of the NAIC’s goals. The Midwest Zone represents 13 states.

Doak has also been named the NAIC’s representative to the Organisation for Economic Co-operation and Development (OECD), a group of international insurance regulators.

The NAIC is the U.S. standard-setting and regulatory support organization created and governed by insurance regulators from all 50 states, the District of Columbia and five U.S. territories.

Houston International Insurance Group (HIIG) has promoted five senior management executives.

Kirby A. Hill was promoted to executive vice president of HIIG Property/Casualty operations. Hill has been with the company for nearly 10 years and in the industry for more than 25 years. He will oversee the expansion of several operating business units, and as look for potential acquisitions and strategic investments.

Rhonda N. Kemp was appointed senior vice president of HIIG Corporate Affairs, and will work closely with and report directly to CEO Stephen L. Way. Kemp has been with HIIG for over 10 years and has worked for Way for more than 20 years. She has more than 25 years’ experience in the financial and accounting segment of the insurance industry.

Renee J. Montgomery was promoted to senior vice president of HIIG succeeding Kemp. She retains her role as CFO of the group’s insurance company subsidiaries. Montgomery has been with HIIG for more than seven years and has worked for Way for more than 15 years of her 25-year career.

Doug C. Davies was promoted to senior vice president of Houston Specialty Insurance Co. (HSIC) and leads the company’s Transactional Property Underwriting Division. Davis has been with HSIC for more than five years and has been underwriting major property accounts in a leading role for more than 10 years.

Craig M. Willey was promoted to treasurer while retaining his role as VP of Tax for HIIG. Willey is a lawyer and a chartered financial analyst, and has been with HIIG since 2015.

HIIG is an insurance holding company based in Houston. Its subsidiary insurance companies include Houston Specialty Insurance Co., Imperium Insurance Co., Great Midwest Insurance Co. and Oklahoma Specialty Insurance Co., all rated A/A- (Excellent) by A.M. Best Co.

Ryan Specialty Group (RSG) promoted Reza Khan to chief executive officer and president of ThinkRisk Underwriting Agency and CorPro Underwriting Managers. Kahn previously served as executive vice president for both entities and has been with ThinkRisk since 2011.

Kahn has 35 years of insurance experience. He began his career as an underwriter at American International Group (AIG) and as held subsequent executive positions at the Berkeley Group (Aon Affinity), Media/Professional Insurance, Darwin Professional Underwriters and Allied World.
