Dallas-based independent insurance brokerage RHSB has named Julia Miller Spracklen J.D. as chief operating officer and Courtney Woodruff as senior vice president in its Commercial Lines Division. Additionally, John Losurdo will transition from the role of chief operating office to chief administrative officer.

Spracklen joined RHSB in April 2015 as vice president of Risk Services, the division of RSHB responsible for claims oversight, claims review and audits, loss control coordination, and loss trend analysis. Prior to RHSB, she was a senior claims counsel at Travelers Insurance Co.

Woodruff joined RHSB in 2007 as an account executive in the Commercial Lines Division of RHSB’s Dallas office. In 2013 she was promoted to the vice president of the Dallas Commercial Lines Division. Prior to joining RHSB, she was an account executive for Travelers Insurance Co.

RHSB is an independent insurance broker and a member of Assurex Global, a privately held risk management and insurance brokerage group. RHSB has offices in Dallas and Fort Worth, Texas.

Troy Prevot, executive vice president of Baton Rouge, Louisiana-based LCTA Workers’ Comp, has been appointed to serve on the state’s Advisory Council on Heroin and Opioid Prevention and Education.

He was selected as the designee by Louisiana Speaker of the House of Representatives Taylor F. Barras. Prevot is one of 13 designees selected to serve on the council.

Prevot’s familiarity with the two industries that have significant stakes in curbing this crisis will be of great value to the council. In addition to his experience in the workers’ comp field, Prevot is a 30-year veteran of the health care industry, serving as a physician’s assistant and working in sports medicine and orthopedics.

In both fields, he has seen how opioid addiction can be a major issue and can impact not only individuals suffering with addiction, but also the bottom line for businesses with injured employees.

Baton Rouge, La.-based LUBA Workers’ Comp has named Russell Michiels as manager of its claims department. He will oversee all claims operations and medical bill reviews, ensure compliance with state and federal insurance regulations, and assist with securing the company’s catastrophic reinsurance coverage.

Michiels has been with LUBA since 2007 and has more than 27 years of experience in the insurance industry. He began at the company as a senior claims supervisor and was then promoted to assistant claims manager, a position he has held since 2010.

Founded in 1991, LUBA Workers’ Comp is a casualty insurance company covering businesses in Louisiana, Mississippi, Texas and Arkansas, through select independent insurance agencies.

Mary Elizabeth “Liz” Butler has been appointed chief of staff of the Louisiana Department of Insurance (LDI).

Butler will oversee the agency budget, personnel and day-to-day operations of the agency. The appointment took effect in early October. She previously served as assistant deputy commissioner in LDI’s Office of Consumer Services.

Butler joined the LDI’s Division of Legal Services in 2013 as a regulatory attorney. She was promoted to the Office of Consumer Services position in 2015. Prior to the LDI, Butler worked in the private sector as an attorney, a legislative assistant and as claim litigation counsel.

Butler received her Bachelor of Arts degree in Journalism from Louisiana State University and her Juris Doctorate from the Loyola University of New Orleans College of Law. She also has a Market Conduct Management designation from the Insurance Regulatory Examiners Society.

Butler replaces Denise Gardner who served the insurance department for 28 years.

Alliant Employee Benefits, a division of Alliant Insurance Services, has hired 30-year industry veteran Brad Williams as a vice president in Oklahoma City.

Williams will work with medium-to-large-size organizations, providing strategic employee benefits solutions that reduce healthcare spending and improve performance.

Prior to joining Alliant, Williams was senior benefits strategist with one of the nation’s largest insurance and employee benefits consultants. He also has 12 years of experience as the founder and president of his own employee benefits firm.

Williams obtained his Certified Employee Benefits Specialist (CEBS) designation from The Wharton School at the University of Pennsylvania.
