Texas Insurance Commissioner David Mattax has been reappointed to the post by Gov. Greg Abbott, the governor’s office announced. His term expires Feb. 1, 2019.

Mattax has served as insurance commissioner since January 2015, when he was appointed by then-Gov. Rick Perry to replace Julia Rathgeber who resigned to become Abbott’s deputy chief of staff.

Previously, Mattax served as deputy attorney general for defense litigation, past director of defense litigation, and past chief of the financial litigation division for the Texas Attorney General’s Office.

He is a member of the State Bar of Texas and is admitted to practice before the Texas Federal District courts, Fourth and Fifth Circuit U.S. courts of Appeal and U.S. Supreme Court.

Mattax currently serves as secretary-treasurer of the National Association of Insurance Commissioners.

Bruce Carnegie-Brown is slated to become the chairman of Lloyd’s following a meeting of the Council of Lloyd’s where his appointment as successor to John Nelson was approved unanimously. His appointment also was unanimously supported by the Lloyd’s Franchise Board.

On Monday, Feb. 21, the council confirmed that Carnegie-Brown, chairman of Moneysupermarket.com Group and vice-chairman of Banco Santander S.A., will take up the position in June of this year.

This appointment is subject to formal approval and consent from the Prudential Regulation Authority and the Financial Conduct Authority.

Carnegie-Brown has more than 35 years of experience across the financial services industry. He was chief executive for Marsh Europe between 2003 and 2006, non-executive chairman of Aon UK Ltd. from 2012 to 2015 and was also a senior independent non-executive director at the Catlin Group plc between 2010 and 2014. He will be stepping down from his current role as a non-executive director of JLT Group plc, a position he has held since May 2016.

He has been chairman of Moneysupermarket Group since his appointment in April 2014 and a vice-chairman of Banco Santander since February 2015. He previously worked at JP Morgan for 18 years in a number of senior roles, ran 3i Group plc’s Quoted Private Equity Division and was a senior independent director at Close Brothers Group plc. Between 1981 and 1983 he worked as an investment banker for Bank of America Corp.

Texas Speaker of the House Joe Straus has appointed Rep. Larry Phillips, District 62, as chair of the Texas House of Representatives Insurance Committee for the 85th session of the Texas Legislature.

This position was previously held by Rep. John Frullo, District 84, who now serves as chair of the Culture, Recreation & Tourism Committee.

The insurance committee also includes: vice chair, Rep. Sergio Munoz, Jr., District 36; Rep. Rodney Anderson, District 105; Rep. Lance Gooden, District 4; Rep. Tom Oliverson, District 130; Rep. Dennis Paul, District 129; Rep. Scott Sanford, District 70; Rep. Chris Turner, District 101; and Rep. Hubert Vo, District 149.

CNA named Douglas Worman to fill the newly created position of executive vice president and chief underwriting officer. He reports to Dino E. Robusto, chairman and chief executive officer of CNA.

Worman most recently served as the CEO of U.S. Insurance at Endurance Holdings. Worman also has held executive positions at Alterra Capital Holdings (which was acquired by Markel Corp. in 2013) and Sharebridge Private Equity Consolidated.

He began his insurance career as an underwriter at AIG, where he eventually became president and CEO of the carrier’s Excess Casualty Group, formerly known as American Home.

AXIS Capital Holdings Ltd. announced that Julian Brown has joined AXIS Insurance as vice president and underwriter, responsible for leading growth initiatives and product development for the company’s London market managing general agency (MGA) unit.

Brown will work alongside Paul Cullum, senior vice president, London MGA, and his team of underwriters, who currently operate in the property and liability market in London.

Brown has more than 20 years’ experience in the insurance industry. He joins AXIS Insurance from specialist insurer Beazley, where he was international focus group leader, with responsibility for teams in London, France and Singapore. Prior to that, Brown worked for broker SBJ International, where he specialized in international professional lines business.
