U.S. Risk, a global property/casualty wholesaler and managing general agency based in Dallas, named Wayne H. Carter III as president of U.S. Risk Underwriters Inc., its programs group.

Carter assumes senior level management responsibilities for all the U.S. Risk proprietary programs. U.S. Risk is an administrator for more than 25 proprietary programs, representing nine different carriers in markets such as financial institutions, healthcare, energy and environmental, entertainment, professional liability and community associations.

Carter most recently served as president of Berkley Program Specialists, a W.R. Berkley company. A veteran of the insurance industry, he started his career as an underwriter with Travelers Insurance Co. He also has served in senior management positions with Brown & Brown, Target Insurance Services and Crump/CRC.

U.S. Risk’s affiliate companies include U.S. Risk Underwriters, U.S. Risk Brokers, U.S. Risk Financial Services, Oxford Insurance Brokers Ltd. (UK), James Hampden International Insurance Brokers Ltd., (UK), Antarah FZE (UAE) and Abraxas Insurance A.G. (Zurich, Liechtenstein).

Argo Surety, a Houston-based member of Argo Group International Holdings Ltd., appointed David M. Layman as vice president and chief underwriting officer (CUO) of Contract Surety.

Layman joins Argo Surety with almost three decades of surety experience in underwriting and managing contract surety portfolios, as well as involvement on the agency side of the business. Previously, he served as president and founder of Layman Surety Services, based in San Antonio.

Prior to founding Layman Surety Services, he served as vice president – senior manager, Contract Surety at NAS Surety/Swiss Re. He also has worked at Reliance Surety.

XL Catlin’s Excess Casualty unit added Byron D. Goebel and Eric Buttner to its Dallas team as senior underwriters.

Goebel joins XL Catlin with nearly 30 years of underwriting and broker experience, most recently serving as excess underwriter at CNA Financial where he developed a diverse portfolio of Lead Umbrella and Excess Casualty programs.

With more than 25 years of underwriting, claims and business development experience, Buttner joins XL Catlin’s Dallas team from Travelers where he served as an Excess Casualty account executive.

JLT Specialty USA, a U.S. subsidiary of Jardine Lloyd Thompson Group plc. (JLT), appointed Robert Moussaid as senior vice president focused on the power sector. He is based in Dallas.

Moussaid comes to JLT with more than 23 years’ experience in the insurance industry as a broker, consultant and risk manager. He will focus on assisting JLT’s power sector clients and prospects assess and manage risk. He recently was with Energy Future Holdings (formerly TXU) and previously worked with industry mutuals including AEGIS, FM Global NEIL and EMANI.

Moussaid holds the Certified Risk Manager International (CRM) professional designation.

Michael Nored has been appointed to lead the Legal Division at the Texas Department of Insurance. He succeeds Stan Strickland, a who left the agency to join an Austin law firm.

Nored joined TDI as a staff attorney in the Compliance Division in 2012. He then moved to the Legal Division, where he became director of Financial Counsel. Nored has 14 years of private sector law experience.
