Pennsylvania’s Democratic Gov. Tom Wolf has appointed Teresa Miller to be the state’s insurance commissioner in his administration.
Miller is an attorney and former administrator of Oregon Insurance Division. She succeeds Michael Consedine, who has been leading the Pennsylvania Insurance Department since 2011.
Miller was most recently a partner at law firm Crowell & Moring’s Health Care Group, where her practice focuses on matters related to the implementation and enforcement of the Affordable Care Act (ACA) and state and federal insurance regulations in the health care industry.
She previously served as acting director of the State Exchanges Group, the Oversight Group, and the Insurance Programs Group for the Center for Consumer Information and Insurance Oversight, a part of the federal Centers for Medicare and Medicaid Services (CMS). In that role, she helped the federal agency roll out regulations and guidance implementing the private market reforms of the ACA.
Miller was administrator of the Oregon Department of Consumer and Business Services’ Insurance Division from November 2008 to November 2011.
Vermont’s Democratic Gov. Peter Shumlin, who was sworn in to a third two-year term on Jan. 8, will reappoint Susan L. Donegan as commissioner of the Department of Financial Regulation (DFR). Shumlin defeated Republican Scott Milne by a vote of 110-69 in a legislative session on Jan. 8, after failing to win a majority of the popular vote in November forced state legislators to decide the winner.
“I am always trying to balance being a thoughtful regulator with companies – not being a burdensome regulator and overly regulating, but making sure that our consumers are protected,” Donegan told Insurance Journal.
Donegan worked at the DFR from 1985 to 1990 and was the department’s first director of securities regulation. She was later counsel to the commissioner and hearing officer at the Massachusetts Division of Insurance from 2008 to 2011. In 2011, she returned to Vermont to become deputy commissioner of the Insurance Division at the DFR. She was appointed commissioner in January 2013.
The Hartford Financial Services’ board of directors has elected CEO Christopher J. Swift to the additional post of chairman effective Jan. 5. Swift succeeds Liam E. McGee, who stepped down as CEO in July 2014 and has resigned from the board effective Jan. 5.
The chairmanship transition took place earlier than was initially announced. The Hartford said last June that McGee would serve as chairman until the 2015 shareholders’ meeting, which is expected to be held in May.
“Over the past six months, The Hartford has executed a seamless and highly successful leadership transition,” said Thomas Renyi, independent presiding director for The Hartford. McGee, who became The Hartford’s chief executive in 2009, stepped down from the CEO post last July after undergoing a medical procedure to remove a brain tumor.
Swift has been CEO of The Hartford since July 2014. He joined the company in 2010 as executive vice president and chief financial officer. Previously he held various senior roles at American International Group and began his career in public accounting at KPMG.
Rogers & Gray Insurance, an independent agency in Massachusetts, has announced that President and CEO Charles “Chuck” Robinson retired from the agency at the end of 2014, at which time the leadership of the firm passed to his two sons, Michael and David Robinson.
Michael Robinson has assumed the role of chairman of the board of Rogers & Gray and David Robinson has assumed the role of president and CEO of the agency.
Chuck Robinson began his career at Rogers & Gray in 1970 and purchased the agency in 1980. At the time of purchase, there were three locations and 12 employees. During his tenure, he grew Rogers & Gray to include eight locations in Massachusetts with 130 employees.
Insurance broker Lockton has named Michael Andler as executive vice president and head of its U.S. property insurance practice. Andler will operate from Lockton’s New York office.
Andler joins Lockton after 13 years at Aon in various leadership and property specialist positions, most recently serving as managing director and chief operating officer of the U.S. property practice.
Insurance brokerage Integro promoted Ethan Crain to Boston operations leader, and hired Peter Lavery as a principal in the Boston office. Crain succeeds Ruth Kilduff, who was appointed chairman of Integro USA in 2014 and who continues to lead the Healthcare practice.
Crain is a managing principal in the firm’s Healthcare practice. He joined Integro in 2006 from Aon, where he served as associate director of the National Healthcare Alternative Risk practice.
Lavery brings more than 30 years of experience in insurance brokerage. Lavery joins from Aon, where he served as senior vice president, member of the Northeast Leadership Team, and Boston Casualty Brokerage practice leader.
