Chester A. McPherson, who has been serving as interim commissioner for the Washington, D.C., Department of Insurance, Securities and Banking (DISB), has been appointed as acting commissioner, D.C. Mayor Vincent C. Gray’s office announced.

McPherson has been the department’s interim commissioner since last November after his predecessor, William P. White, left the post. According to published media reports, White claimed to have been dismissed from his post after questioning the White House’s proposal to let health insurers extend for a year policies that are canceled under the healthcare reform.

Prior to serving as interim commissioner, McPherson was the department’s deputy commissioner of market operations. Before joining DISB in 2011, he was a legislative counsel with the D.C. Council.

New York-based brokerage Integro Ltd. has appointed John Clements as chairman of the board of directors and Rocco J. Nittoli as vice chairman of the board. Integro is also forming a five-member executive committee to assume management responsibilities in wake of its co-founding President and Chief Executive Officer Peter Garvey’s departure.

Integro declined to comment on why Garvey abruptly left the firm, except to say in a statement, “The company wishes Mr. Garvey well in his future endeavors.”

Integro’s newly appointed board chairman, John Clements, has been a member of the Integro board since the firm’s founding in 2005 and recently served as vice chairman of the board. He is the son of the late Robert Clements, a global insurance industry leader who helped start several insurers including Arch Capital Group and Ironshore as well as brokerage Integro.

The newly formed executive committee consists of: Marc Kunney, president of North America operations; John Sutton, president of international operations; William Goldstein, president and chief operating officer; Toby Humphreys, chairman of Integro Insurance Brokers Ltd.; and William P. Costantini, managing principal and general counsel. This executive committee will assume management responsibilities, including those of Garvey, Integro said.

Vermont Mutual Insurance Group in Montpelier, Vt., has appointed Mark J. McDonnell as senior vice president.

Most recently, McDonnell was vice president of personal lines sales for Tower Group Companies, where he also served as president of Adirondack AIF, LLC and New Jersey Skylands Management, LLC. Previously, he held management positions in marketing, underwriting and operations with OneBeacon, Encompass and CNA.

Glatfelter Program Managers, a business unit for York, Penn.-based Glatfelter Insurance Group’s program business, has appointed Shawn Yingling as president of Glatfelter Healthcare Practice. Yingling is currently president of Glatfelter Religious Practice and will maintain this role.

Yingling is a 26-year veteran of insurance program business. He joined Glatfelter as a commercial underwriting specialist in 1988. He has been serving as president of Glatfelter Religious Practice since 2012.

Sue Federinko, who led Glatfelter Healthcare Practice as a senior vice president since 2013, is moving to a leadership role on Glatfelter Healthcare Practice’s sales team.

Business Risk Partners, a Windsor, Conn.-based managing general underwriter, has appointed Stephen L. Brault to the newly created position of director of broker relations.

In his new role at Business Risk Partners, Brault will be responsible for furthering the firm’s partnerships with agents and brokers nationwide.

Prior to joining Business Risk Partners, he worked for The Hanover Insurance Group for seven years as national practice leader for its fidelity/crime line of business.

Conner Strong & Buckelew, an insurance, risk management and employee benefits brokerage and consulting firm, hired Bill Motherway as president of the firm’s New York operations.

A 30-year veteran of the New York insurance industry, Motherway will be responsible for the management of Conner Strong & Buckelew’s commercial property/casualty operations including business development with a focus on the construction and real estate development sectors.

Motherway previously served as executive vice president for Tishman Construction Corp., where he oversaw the corporate-wide enterprise risk management program.

Spencer Educational Foundation’s board of directors has named Brion Callori, manager of engineering and research at FM Global, as its new chairman.

The foundation, established in 1979 to honor the late Robert S. Spencer, awards student scholarships and provides grants to further the education of risk management and insurance.

Callori, who has served on the foundation’s board since 2008, succeeds Peggy Accordino, vice president, director of risk management at National Financial Partners.
