Insurance broker Willis Group Holdings plc promoted Todd Jones to chief executive officer of Willis North America. He is based in Willis’ New York office.

Jones succeeds Vic Krauze who joined Willis in 1997 and has been serving as chairman and CEO of Willis North America since 2010. Krauze will retain his chairman role in the Willis North America unit. Jones, 48, joined Willis in 2003. He has been serving as president of Willis North America since 2010. From 2007 to 2010, he was national partner for the Northeast region.

Bill Roberts has been named president and chief operating officer of auto insurer GEICO (Government Employees Insurance Company). Tony Nicely will continue to serve as chairman and chief executive officer.

Roberts had served as executive vice president of GEICO since 2000 with responsibility for marketing and advertising, information systems, telecommunications and the Internet business unit, staff development, military marketing, and GFR sales. He will continue to serve as chairman of the GEICO Insurance Agency.

American International Group promoted Jim Dwane to president and chief executive officer for its P/C business in Latin America and the Caribbean. Dwane succeeds Sanjay Godhwani, who in April joined Berkshire Hathaway’s new commercial P/C insurance unit, Berkshire Hathaway Specialty Insurance, with three other AIG executives — Peter Eastwood, David Bresnahan and David Fields.

Dwane has worked at AIG for nearly two decades. Most recently, he was regional president of AIG Property Casualty’s U.S. Southeast region. He is based in Miami.

Aspen Reinsurance appointed Tom Luning as head of U.S. regional business development. He will be based at Aspen Re America’s office in Connecticut. Before joining Aspen Re, Luning was at Swiss Re for 27 years where he held a variety of management roles.

Berkshire Hathaway Specialty Insurance, Berkshire Hathaway’s new commercial P/C insurance unit, appointed Ralph Tortorella III as senior vice president, chief legal and compliance officer. Based in Boston, Tortorella was previously global specialty general counsel at Liberty Mutual.

Berkshire Hathaway Specialty Insurance also named Lori Spoon Rafkin as senior vice president, customer and broker engagement, based in New York. She was previously broker relationship leader, North America, at Zurich Insurance.

Philadelphia Insurance Companies promoted Karen Gilmer-Pauciello from senior vice president and controller to executive vice president, chief financial officer and treasurer. Pauciello succeeds Craig Keller who retired after 21 years as chief financial officer of Philadelphia Insurance.

In her new role, Pauciello has responsibility for all financial and tax accounting and reporting, corporate budgeting/planning and treasury activities, and she serves as liaison to the company’s external auditors and investment advisors.

The Vermont Department of Financial Regulation appointed Crosby Sherman as deputy commissioner in the insurance division. Previously, Sherman was chief of captive insurance at the New Jersey Department of Banking and Insurance.

New Jersey Captive Insurance Association (NJCIA) appointed Sheila Small as its executive director. Small spent past 21 years in risk management at Verizon.

Privilege Underwriters Inc., the holding company of the PURE Group of Insurance Companies in White Plains, N.Y., named Steven Oakley as chief actuarial officer and Mark Musser as chief legal officer and corporate secretary.

Previously, Oakley served as chief actuary for consumer markets with The Hartford. Musser comes to PURE from Selective Insurance, where he was general counsel of insurance operations.
