North Texas Attorney Charged with $400K Insurance Fraud

A Travis County grand jury has indicted a Texas attorney on charges of workers’ compensation fraud for allegedly billing clients for services that were not provided, false billing and tampering with a government record.

The indictment alleges that Leslie Casaubon of Lewisville committed insurance fraud totaling more than $400,000, the Texas Department of Insurance, Division of Worker’s Compensation reported.

Casaubon allegedly submitted false attorney hours through the DWC’s electronic system and billed for more services than were actually provided.

The indictment is the result of a multi-year investigation conducted by Texas Mutual Insurance Co. and referred to the TDI-DWC. Texas Mutual maintains three teams of investigators permanently assigned to investigate suspected fraud.

“Thanks to the Division of Workers’ Compensation’s new attorney fee rules, the fraud unit can more easily monitor attorney fee applications and find patterns in billing that are suspect,” Cassie Brown, Texas Commissioner of Workers’ Compensation, said in the agency’s announcement. “This type of fraud is particularly upsetting because attorney fees are paid out of injured workers’ benefits.”

Attorney billing in the Texas workers’ compensation system is subject to review for compliance with commissioner rules, the Texas Workers’ Compensation Act, and other laws.

The DWC’s fraud unit assisted in the investigation and the DWC prosecution unit obtained the indictments.
